Repousse is a term that explains how this was made. The design is pressed from the back side, pushing the design out by creating depth. This has the faces of 2 women with flowing hair.
Look at the pin. See how long it is, going past the tiny C clasp hook. That length indicates that the age is pre 1900. This type of pin and clasp was less used after the turn of the century - used most between 1850-1900. I'm not sure of the metal. It hasn't been cleaned. Brass maybe?
